    This is the place for upgrading to gunner, new cannoneer training, or advanced gunner training. We will also be demonstrating blank

 round making for artillery. The new updated manuals will be available to all that attend the National School at Jackson’s Mill.

 

      Instructors will be given the updated lesson plans to be used by all schools in the future. These plans will be field tested for one year

and then evaluated at next years National School and Meeting.

Due to the high rate of Covid in the area, the 2022 National Meeting and School of the Piece at Jackson’s Mill in Weston WV has been cancelled.  Please do not register for this event.

 

Instead, small outdoor group training is being recommended.  There will be several outdoor schools around the different regions.  To find a list of available schools, please visit the National Civil War Artillery Association website at www.ncwaa.com.  The list of NCWAA regional schools will be updated as information becomes available.  For information and registration, please contact the school that is closest to you.

Annual Meeting

Date 4/10/21

 

The 2021 annual meeting of the National Civil War Artillery Association was held at Jackson’s Mill, WV on Saturday April 10, 2021.  The meeting was called to order at 2:00 pm by Vice Chair Ethan Barnett.  After calling the meeting to order, Vice Chair Barnett led the members present in the Pledge of Allegiance to the United State followed by an invocation offered by Troy Bongard.

 SECRETARY’S REPORT

Vice Chair Ethan Barnett called on Treasurer / Secretary Richard Helwig for a reading of the minutes of the last meeting.  As there was no meeting in 2020, there were none to read.  Chairman Roger House stated that the 2019 minutes were published on the association website if anyone wished to review them. 

TREASURER'S REPORT

Treasurer Helwig then gave a brief financial report                                      

Elaine Wallace moved that the Treasurer’s report be accepted as presented.  Second by Roger House.  Motion Approved.

 OLD BUSINESS

According to our bylaws, it is time to elect new officers for the association.  Chairman House explained that normally, candidates for Chairman, Vice Chair and Secretary / Treasurer would have been nominated at the 2020 annual meeting, with the election being conducted following the meeting and the results announced at the 2021 annual meeting.  With the cancellation of most activities in 2020 due to the Covid pandemic, this was not possible.  Vice Chairman Barnett stated that all three of the current officers were willing to continue serving the association.  A motion was made by Richard Flanagan and seconded by Michael Karnitz that the current officers continue in their positions for one year.  After discussion, Richard Flanagan amended his motion to have the current officers remain in their positions for three years.  The amended motion was seconded by Andrew Valentine.  The amended motion was approved.

 Chairman House mentioned that the election could be done either by email, mail or in-person.  A discussion of the merits and drawbacks of each type of election was had.  A motion was by John Jones with a seconded by Alex Smith to put the notices of nomination and election on the association website and that the election be conducted using Survey Monkey.  Motion carried.  Chairman House appointed James Newkirk III to head up the conduction of the election which will be held in 2024.  The new officers will begin their term Jan. 1, 2025.

 NEW BUSINESS

Vice Chair Barnett announced that we need to print new instruction manuals.  A brief discussion was had regarding if the manual should be printed in an 8 ½ X 11 inch format or in a 5 ½ x 8 ½ inch format.  It was the consensus of the members that the manuals should be printed in the smaller size.  Later in the meeting, it was noted that there is a desire to add a best practices section to the new manuals.  It was requested that any suggestions for items to be included in the best practices section be emailed to Chairman House. 

Those who stayed in the Jackson’s Mills dormitories were reminded that we are charged $100 for any missing pillows or sheets and to please make sure that they are not taken. 

It was announced that Jeff Cohen has been appointed as the Regional Inspector for NJ.  It will be decided at a later date what the number for that region will be. 

Secretary Helwig addressed the members (especially the inspectors and instructors present) about completely filling out the reports from schools of the piece.  He noted that most of the reports received were missing key information including things like date and region of the school, what position people were certified in, and what their membership number was.  It was noted that the correct member format should be “region, school date – sequential number: (i.e. IX-041021 – 01, IX-401021-02 etc.).  Education Chair Elaine Wallace presented a registration form that should be used for schools that will include all the required information.  This form will be made available on the Association website. 

Finally, a discussion was held as to where the 2022 Annual meeting should be held.  Tim Walker made a motion to return to Jackson’s Mills for the 2022 Annual meeting, with a second by Doug Osborne.  Motion Approved.  The date of the 2022 School of the Piece and Annual meeting will be determined after conferring with Jackson’s Mills. 

There being no further business a motion to adjourn made by Jim Cochrane was accepted by Vice Chair Barnett and the meeting was adjourned at 2:50 pm.

Minutes of the Annual Meeting of the National Civil War Artillery Association

April 22, 2017

Jacksons Mill, WV

 

The meeting of the Association was called to order by Chairman Ethan Barnett at 3:50 pm.

Chairman Barnett announce that due to the death of John Clark, the minutes for the meeting 2016 meeting were not available.  The Treasurers Report was also not available for the same reason. 

Chairman Barnett then announced that a replacement for John Clark would need to be made.  Rick Helwig’s name was placed for consideration.  A motion to appoint Rick Helwig to fill the remainder of John Clark’s term was made by Jim Newkirk and seconded by Tony Fornelly.  Motion approved. 

Chairman Barnett announced that he was working with John Clark’s widow to secure the Association’s records that were in his possession.

 

Old Business

 

Education Committee: It was announced that Elaine Wallace and the Education Committee have created an Education Lesson Plan to be used by Inspectors when conducting Schools of the Piece.  The lesson plan will be made available on the Association’s website and that a training session for Inspectors and Instructors will be held.

 

Vice Chair Roger House reported on the Association applying for Federal Non-profit status.  He reported that he was advised that it would be better to stay as a state level non-profit.  We are currently registered as a non-profit in the State of Michigan.

 

New Business

 

Angelo Piazza spoke on issues relating to transporting gunpowder safely and how to speak to police officers in the case you are stopped.  His recommendation was not tell the officer that you have gunpowder in your vehicle but rather that you have cannon ammunition on board.

 

Discussion was opened on any changes that need to be made in the manual.  A few minor changes were discussed.  A motion was made by Sam Vaughan to remove the “bubble” on page 9 and have the text match the misfire drill.  The motion was seconded by Tommy Wallace and approved.

 

Roger House spoke to accusations that our drill is not authentic.  He stated that the drill was based on the 1860 drill manual with some minor changes made for the sake of safety.  There also was discussion of the “National Park Service Drill.”  It was noted that that drill was designed to fire one shot every 10 minutes and in such situation is safe.  In any other situation the drill is unsafe. Also discussed, the difference between Drill and Operating Procedure. 

A vigorous discussion then ensued regarding how we can get groups to adopt or require our drill be used at events.  Highlights of the discussion included adding an addition to the front of our drill manual to explain the intensions of our organization and that we want to help organizer help themselves stave off lawsuits.

 

The final item of discussion was what was required to obtain your Gunner’s Certification.  It was noted that a person needs to be proficient in the different positions before getting his Gunners Certification.  A motion was made by Matthew Moore and seconded by Doug Osborn that we should review our procedure to receive the Gunner’s Certification to require that the candidate must demonstrate a proficiency in positions 1-4 before they can receive their certification.  After some discussion the motion was approved.

 

Before closing the meeting, Chairman Barnett invited Dean Hardman to speak on behalf of Jackson’s Mill WVU.  He thanked us for coming again this year and invited us to come back next year.  A motion to return next year was made by Doug Osborn, seconded by Jim Hogan.  Motion approved.  Roger House will work out the details as to what date the event will be held on next year with Jackson’s Mills.

 With no further business to be brought before the Association, Chairman Barnett entertained a motion to adjourn.  Said motion was made by Angelo Piazza and Second by Jim Hogan.  The motion was approved and the meeting adjourned.

John will be missed very much by all the members of the NCWAA

 

Obituary for John Paul Clark
John Paul Clark, 69, of Sherwood died on Monday, February 13, 2017 at Bronson Battle Creek. A Masonic Service will be held on Saturday, February 18, 2017 at 1 PM at Lighthouse Funeral & Cremation in Union City, located 3 miles east of M-66 on M-60. Visitation will be held prior to the service beginning at 11 AM, also at the Lighthouse on Saturday. Interment will be on Monday, February 20, 2017 at 10 AM at Lakeside Cemetery in Colon Township, St. Joseph County.
John was born on September 9, 1947 in Kalamazoo, MI, the son of Harry J. and Patricia A. (Cleveland) Clark. After graduating from Plainwell High School in 1965, he attended and graduated from Kalamazoo Valley Community College (1971) and Western Michigan University (1981). John retired from employment with the State of Michigan after having worked for various departments and locations. During his career he was Regional Director for the Michigan State Employees Association. John was a volunteer for the Boy Scouts of America in the Kalamazoo, Muskegon and Otsego areas for many years.
On January 31, 1999 John married the former Kristine Hollister. They made their home in Sherwood, MI, where John served on the village board and planning commission. He loved to fish, hunt and read books on history. He was an active Civil War re-enactor with Co. B 7th Mi. Vol. Inf. and Battery D 1st Mi. Artillery. He was proud to have been an extra in the Civil War movies “Gettysburg” and “Gods and Generals.” He served as a regional inspector and secretary-treasurer for the National Civil War Artillery Association. He was also a 32 degree Mason, active in Sherwood Lodge 421 and Colon Lodge 73 F & AM.
In retirement, John substitute-taught at high schools in Branch County. Intelligent, well-rounded and insightful, he was a thinker who liked to make others think. He possessed a dry sense of humor and was prone to sarcasm. Although quiet and reserved in a group, he enjoyed verbal sparring with worthy opponents. John was a strong NRA supporter. More than anything, he loved his family and friends and tried to make every activity with them the best. He led an undeniably active and full life and was very generous giving his time to others.
Survivors include John’s wife, Kristine; his son, Michael David (Stacey) Clark; daughters Jennifer (Scott) Miller and Jessica (Michael Cagle) Clark; grandchildren Celina (Andrew) Wamser, Joshua (Dee Buskirk) Miller, Clay (Skyla Earle) Clark, Christian Clark, Megan (Hector Vasquez) Miller and Mackenzie Clark; great-grandchildren Lucas, Landon, Andrew, Jr. and Lilith; brothers Tim (Lori) Clark and Micheal Clark; sisters Dawn (Larry) Meyers and Alice Comai; aunts Norma Bos and Marjorie Shepperd; uncles, Jack (Joyce) Cleveland and Don (Tommy) Clark; sister-in-law, Janis Clark; and many special nieces and nephews. John was preceded in death by his parents, grandparents, and brother Robert.
In lieu of flowers, memorial contributions are suggested to the Civil War Trust, 1140 Professional Court Hagerstown, MD 21740 or to Michigan Masonic Charitable Foundation, 1200 Wright Ave., Alma, MI 48801-1133.

He was the secretary and the treasurer of the NCWAA. His contributions to our organization and to the hobby are manifold. For me as chairman, he was an ear when I needed to talk, and a voice when I needed to hear and he was my friend.

We are very sad to report that Dwight Nesbitt  passed away.

 

We lost Dwight Nesbitt Feb 5, 2014. He will be missed by the ANV, The Valley Div and the NCWAA. We have all lost a good friend.

Larry A. Fischer, 65 of Knoxville, passed away on Tuesday, Nov. 12, 2013, at his home.

Report of the passing of Dwight Nesbit and Jack Travis.

Elections a discussion was held and it was decided that electronic notification of the opening of nominations, with paper ballots to be sent with return envelopes. Mail ballots will be used.

Jim Newkirk discussed an interpretation of what is in the manual as “lanyard taut and hand up”

A motion was made by Ed Cronn and supported by Dave Nowland for the leadership to meet with United States Artillery Reserve. Jim Hogan called the question. Passed.

Dean Hartman addressed the assembled body inviting us back in 2015, with the 3rd weekend in April being the targeted week end.

Sam Vaughn moved , supported by J. Nesbit that we return on the 3rd week end of April 2015. Passed.

Dave Nowland moved for adjournment at 9:25 A.M.

Committee Reports- Data base is progressing, we have run into some problems with format but work continues.

501.3 ( c )-the process is currently halted as the books need to be in a format acceptable to the feds.  Discussion followed.

Adjunct Committee on Education is going to create a format for inspectors

Staff-Jack Travis has resigned.  Dwight Nesbit will assume that region.  Keith Karcher has resigned .  Larry Fischer has resigned , Sam Vaughn will replace him.

Mr. Dean Hartman from Jackson’s Mill invited us back.

Chairman Barnett discussed the establishment of rotating meetings, including a meeting in the not so distant future in the Kansas City area to facilitate our western expansion.

Motion by J. Newkirk, supported by Randy Bishop to comeback to Jackson’s Mills in 2014. Discussion –passed.

New business-The meeting. Motion by Tony Farnelli, support by Henry Howe to hold the meeting on Saturday evening. After much discussion motion withdrawn.

How could we get new recruits, new batteries etc. Discussion Motion by Troy Bongard, support by J. Newkirk to adjourn. Meeting adjourned at  9:30 A.M.

REQUESTED VOLUNTEERS TO HELP IN SEVERAL AREAS INCLUDING UPDATING THE BY-LAWS TO FURTHER ESTABLISH HOW FUTURE ELECTIONS WILL BE CONDUCTED, VOLUNTEERS ARE NEEDED TO HELP THE SECRETARY STAIGHTEN OUT THE DATA BASE, SO THE REGIONAL INSPECTORS WILL HAVE ONE FORMAT WHICH THEY CAN SUBMIT ROSTERS FROM THE SCHOOLS.  THE POSSIBILITY TO HAVE THE NATIONAL MEETING ROTATE AS TO BE MORE INCLUSIVE OF ALL REGIONS. INSPECTORS FOR ILLINOIS AND WISCONSIN, WE HAVE AN INSTRUCTOR HAS MOVED TO NEW MEXICO. HENRY HOWE HAS BEEN APPOINTED AS AN ASSISTANT INSPECTOR FOR WASHINGTON STATE AS HE IS MOVING VERY SOON.

A MOTION BY RUSTY BISHOP SUPPORTED BY JIM HOGAN TO RETURN TO JACKSON’S MILL FOR OUR ANNUAL MEETING AND SCHOOL NEXT YEAR APRIL 2013. MOTION PASSED.

       Annual Meeting Minutes of the National Civil War Artillery Association

         Held at Jackson’s Mill, West Virginia

        April 16, 2011

 

         I.  Meeting called to order at 9:00 A.M.

II. Minutes of the 2010 read

     Motion by Phil Mattison   Second by Charles Wallace

III. Financial Report:

     1.  THE ACCOUNT AT West Shore Bank  has been closed and the remaining funds of $29.66

         have been deposited in the new account at the Huntington Bank.

      2. We have 1,885.00 on account and cash and checks on had totaling 3,254.66 for a total of $5,139.66.   Motion by Roger House support by Jim Hogan to accept the report.

           Motion passed.

IV.   We issued 92 new cards at the national school.

1.       Jim Hogan appointed to Region X to replace Dewayne Henson.

2.       Burt Strickland as inspector for Western Mississippi, Louisiana, West Alabama.

3.       Randy Baehr inspector for Region 12 will add Kansas

4.       Contact has been made with associates of Mr. Goodrich Region I inspector, who has failed to return all calls to date.

5.       New Olm, Minnesota indicates the desire of a school there.

6.       Most of our members are east of the Mississippi but we are making inroads in the west.

7.       We have both a website and a Facebook Page which we can communicate through.

8.       Announcements will be made via the NCWAA website.

                  V. Dean Hartman director of the Jackson Mill spoke and thanked us for choosing to meet

                    There. We discussed with him the problem of the missing blankets as there are two missing

                     this year, even with the precautions taken.  We discussed possible steps we can take in the future to cure this problem, as it is expensive to the association.

 

                   VI.   Roger House spoke on spoke at length how the NCWAA drill is being the required drill for the upcoming national events at the insistence  of both the Valley Division

                           and the Army of Northern Virginia, in particular Jake Janette.   Larry Fischer spoke to the meeting how this can be a double edged sword. We cannot let down

                          our guard, we must do the drill, do it right and train it right. Not just at the schools but at all times. A motion was made by Henry Howe   and seconded by Rusty

                          Bishop that a certificate of appreciation not to exceed $25.00 be obtained and presented to Jake Janette.

VII. 2012 Meeting.  Rusty Bishop Moved and supported by Elaine Wallace that we continue to    

            meet at Jackson’s Mill next April; Passed.

                 VIII. New Business-None.

                 IX.   Old Business- Judy Haddock reminded the participants that registrations must be accompanied by the payment of the registration fee to be guaranteed a bed at the school.

2.       501.3c Process is moving forward and must be completed soon as we now have a Federal tax number and will have to file a tax return.  The urgency of becoming a non- profit is greater now.  Due to this we need to make an adjustment to our by-laws: Section IX sections a and b  need to clarify where our funds will be distributed if we go out of business.

A motion was made by Nathan Bishop  supported by David Pultynovich  that a section c be added to designate The Civil War Preservation Trust (By its most current Designation) to be the recipient of our remaining fund if we dissolve.  Motion passed.

A committee of John Clark, John Haddock and Jody Haddock are tasked with completion of the 501.3c application.

3.       2012 Elections; the following system for conducting the upcoming election an announcement for anyone who would like to stand for the following offices, Chairman, Vice Chairman and Secretary  will be sent to all members via e-mail as well appearing on the web page and the Facebook Page. No later than August 15, 2011.

Those who wish to stand for Office will send their announcement accompanied with a biography to the committee of John and Judy Haddock and Phil Madison no later than September 1, 2011.   The bios will be posted on the website and the Facebook page.

Any person who is a member by December 31, 2011 will be eligible to vote. A copy of each Bio will be sent with the ballots. The ballots will be numbered and will be mailed randomly.  Ballots are to be returned by mail by April 1, 2012.
